Upwork profile currently shows Riyadh, Saudi Arabia instead of Berkeley, CA. Location is tied to identity verification and cannot be changed through the normal UI. This is the highest-severity career platform inconsistency.

• [ ] Submit identity re-verification request at upwork.com/ab/identity-verification/ with US address documentation
• [ ] Alternatively, contact Upwork support to request a location change
• [ ] Confirm profile displays Berkeley, CA (or San Francisco Bay Area)
• [ ] Update DISCOVERY.md consistency matrix status from BLOCKED to DONE
