Remove Canonical Files from Workspace Root and Relocate to Repos

Per docs-doctrine Phase 4, workspace root may only contain active working state, temporary orchestration files, and entry-point documentation. All canonical definitions, long-term configs, duplicated templates, and archived files must move to org/product/infra repos.

Acceptance Criteria

• [ ] Audit workspace root for files that violate the workspace root policy (canonical definitions, long-term configs, archived files)
• [ ] Relocate each violation to the appropriate structured repo (org, product, or infra)
• [ ] Update any references that pointed to the old workspace-root locations
• [ ] Verify workspace root contains only: active work artifacts, temporary outputs, coordination files
• [ ] Run a structural scan to confirm zero policy violations remain
